Well, this is my second tutorial.
Using Photoshop 7.0, but translatable, I think..




From  to


Layer 1
 Crop the picture to 100x100 pixels

Layer 2
 New layer > Add this texture (not sure whose) and set it to soft light, 100%

 You will get something like this

Layer 3
 New layer > Fill it with #002157 and set it to exclusion, 100%

 You'd have to get something like this

Layer 4
 New layer > Fill it with #ACD373 and set it to color burn, 50%

 My one looks like this now

Layer 5
 Make a new layer > Ctrl+Alt+Shift+E > As you can see, it makes an identical copy of what you have. Set it to soft light, 70%

 You will get something like this

Layer 6
 New layer > Fill it with #C69C6D and set it to soft light, 25%

 This is my result 

Layer 7
 New layer > Fil it with #C88597 and set it to soft light, 25%

 This is what I ended up with

Layer 8
 New layer > Fill it with #002157 and set it to exclusion, 100%

 You will get something like this

Layer 9
 Duplicate layer 5, the layer from which you had made a copy, remember? Put it on top and set it to soft light, 70%

 You will get something like this

Final layer
 Tada! 
Pink Glow
Make de a new layer and set it to screen 100%. Take a soft round brush (I took 45 px). 
Select a colour which looks nice to the icon (I took #ED1C24) and make a circle on your icon in an open space.
Letters in white area
Take a round brush (19 px) and select the colour white. Make a small space white.
Then I added a text: 'H/H' in font: 'Century Gothic' in the colour of Hermione's skin.
White stroke
Layer > Layer style > Stroke..
Size: 1px, Position: Inside and colour: white

But you can add whatever you want!

Rules: Make an Icon from a human character you like. 
No cartoons, only human body characters. And no pictures from the actors, only characters!!
